More than 23 new liquefaction projects had been proposed in the United States for a total of more than 50 trains, with an average size of 4.3 mmtpa per train, the total capacities planned/proposed is more than 220 MTPA. Around 10 of these projects are going through the regulatory processes fast and its expected that soon 70-80 mmtpa export capacity will be cleared for exports to non-FTA countries.
The majority of these liquefaction projects are located along the Gulf Coast, with five projects in Texas and six in Louisiana, and one at an existing import facility in Mississippi. Two projects have been proposed on the Atlantic Coast, at existing regasification terminals in Maryland and Georgia, while two have been proposed on the Pacific Coast at greenfield sites in Oregon. Finally, four floating projects have been proposed, all of which would be located in the Gulf of Mexico.
The regulatory approvals and the US policies are a major uncertainty overhang on these projects which needs to be understood in detail in order to understand the political risks associated with these projects, in addition project costs, feed gas issues including pipeline are the key to understanding the economic risks.
