Diminishing Returns from the Pravasi Bhartiya Divas?

Going by press reports, Pravasi Bhartiya Divas (PBD) 2011, the annual 3 day jamboree hosted by the Ministry of Overseas Indian Affairs seems to have been no different from that of previous years…there was the grand inauguration by the Prime Minister, the usual high-powered seminars on the same topics (investment opportunities in health, education, strengthening bonds between the Diaspora and the mother country, etc), the usual cultural programs and opportunities for networking.  At the end of the three day event, the program was pronounced a grand success, mainly based on the fact that attendance this year was at its highest ever, with over 2000 delegates making the pilgrimage to New Delhi.

Though the event has become well-established on the annual calendar, it still continues to draw as much criticism as it does accolades.  Participation in the PBD is drawn from a hotch-potch of individuals and representatives from Diaspora organizations from around the world. As far as individuals are concerned, the well-heeled have an advantage given the cost associated with attendance. The Diaspora is also not a monolithic group, the two basic groupings of the Non-resident Indians (NRIs) and the Persons of Indian Origin (PIOs) have very different priorities and issues vying for attention from the powers that be. This inadequate and distorted representation of the 25 million strong diaspora by a handful at the PBD leads to misplaced priorities and initiatives on the part of the government.

There was the curious spectacle of Montek Singh Ahluwalia explaining the government’s rationale for holding the PBD as less to do with enticing the Diaspora to put their money to work in India, and more to do with strengthening their social and cultural bonds with the mother country. The focus this year was on the North Eastern states of India, with the most visible manifestation of this being the many pretty women from the North East performing ushering duties during the event. The other focus was on the youth of the Diaspora, who were largely missing, or invisible.

The event, as usual, culminated with the presentation of the Pravasi Bhartiya Samman awards by the President of India. The geographic spread of the awardees has evened out, after the initial emphasis on the North Americas and then West Asia.  Surprisingly, this year marked the first time the award was handed out to a member of the Diaspora in the sub-continental neighborhood, to Mano Selvatharan of Sri Lanka.

At the end of the day, the question arises as to whether this is one of those exercises that results in increasingly diminishing returns. Granted, the PBD provides an useful fora for a whole lot of activities and interfacing to take place but redressing grievances and acting on ideas, just two of the many outcomes of the PBD, requires more durable mechanisms to be put in place. Next year, the PBD makes its merry way to Jaipur while this year’s regional PBD is scheduled to be held in Toronto in June.

Endnote: While on the subject of the Diaspora, maybe the time has come for a census along the lines of the National Jewish Population Survey (NJPC) to be conducted for the Indian-American community by the Indian-American community. While any census is a potential hot potato, with even the NJPC being discontinued after the last survey in 2000 because of controversies over its findings and methodologies, at least such a survey could put an end to all the nonsensical figures floating around the Internet about the percentage of Indian doctors and scientists in the U.S!

The Year in India-US Relations

If the year in India-U.S. relations could be conveyed through pithy phrases, two immediately come to mind. 2010 was the year in which the wheel turned full circle, with the U.S. once again turning its attention towards India after its advances were rejected by a rising China, intent on blazing its own path on the world stage. After the heady highs of the Bush Administration, the Obama Administration’s half-hearted and confused approach towards India had been a party pooper, and even the Singh state visit at the end of the previous year couldn’t hide the perceptible decline in spirits.  Keeping President Obama’s November visit as a deadline, both governments searched high and low for the next big idea, a la the nuclear deal to bring the zing back into the relationship. The nuclear deal itself became the sum of many deals as the Reprocessing Agreement signed in March of this year was followed by the passage of the Civil Liability for Nuclear Damage Bill by the Indian Parliament. Both procedure and outcome were mired in controversy, with India then signing the Convention on Supplementary Compensation for Nuclear Damage (CSC) to resolve concerns expressed by both the U.S. government and American companies over their liability in case of a mishap.
The other phrase that comes to mind is reinventing the wheel. June 2010 saw three Indian ministers accompanied by a phalanx of bureaucrats descend on Washington for the Strategic Dialogue that had been upgraded to ministerial level. Eighteen separate dialogues took place under the overall umbrella of the Strategic Dialogue, but they ultimately amounted to picking up the threads from where the Bush Administration had left off. Among the new areas dialogued about were co-operation in science and technology, research for clean energy and monsoon prediction, health and education, and women’s empowerment, but these were largely derided as soft issues to shift focus from an absence of dialogue on the hard issues to do with regional security. With the partnership now being tagged as “indispensible”, the million dollar question was what was so indispensible about India to the United States other than its large market? While an Indian Prime Minister had coined the phrase “natural allies” to describe the relationship, the geo-politics of the day and the shifting sands of international relations have put paid to that proposition for the time being.
It may well be said that such rhetoric is meant for public consumption, but even the most hyperbolic statement would still contain a kernel that would provide an indicator of the future direction of the relationship. But in this particular instant, even a word cloud analysis does not throw up any indicator of future trends. At best, the removal of sanctions on many Indian science entities might pave the way for increased technology sharing. (For the full wish list, go here).  The quid pro quo could well be India signing the so called foundational agreements that would enable the U.S. to sell its state-of-the-art military equipment to India. There has already been movement in this direction with reports of a bilateral technical group to look into the issues being set up immediately post the Obama visit. The visit itself saw Obamamania sweeping the country; with wall-to-wall coverage and media frenzy of the type that the President would probably have last seen on his election night.
Coming to other straws in the wind, and seeing as this has become a free-wheeling blog post, there were other sets of wheels that showed that American companies were finally making their way into the Indian mind and the Indian market. Harley Davidson made it to Indian roads, though with a little help from Wisconsin Senator Russ Feingold, by his own admission, and ably backed up by Wikileaks. And an American car, the Ford Figo became the new kid on the block, selling almost 60,000 units and being voted as the Indian Car of the Year. Thanks to the Figo, Ford recorded an incredible 185% increase in sales in India year on year.  Ford, like other American companies has found it a hard slough in the Indian market, but it has ultimately paid off. While the American market is an equally tough one to crack for Indian companies other than the well established ones, hopes that the Adam tablet from the Indian startup, Notionink, the first to crack the competitive high technology American consumer space were belied by delays in production that even led to talk of Adam being vapourware. Not the best way to go about being a trailblazer.
What else, the soft power of the two countries would have been at equilibrium, but for the sudden appearance of Pamela Anderson on the sets of Big Boss, the Indian equivalent of the reality show Big Brother. Hollywood films ran rampant on Indian screens, with the top ten movies, dubbed and otherwise, grossing almost $450 million in the Indian box office. Unlike 2009, however, when Avatar had beaten My Name is Khan to become the top grosser in India, this year, at least, Hindi films managed to hold their own. The Indian Diaspora in the United States contributed substantially to the bottomline of the Hindi film industry with the top ten movies grossing about $ 20 million at the American box office. One of the more bizarre suggestions that one got to know of through Wikileaks was that of harnessing Bollywood’s soft power and have Bollywood stars do the equivalent of a USO tour in Afghanistan to lift up the spirits of the locals, but one that was apparently never acted upon.
What will 2011 bring? More leaks from the U.S. Embassy in Delhi, for sure. With just 1947 out of the 251,287 cables released, there should be at least a few more to add to the 39 embassy cables that have so far seen the light of day. In the bilateral context, the cables show that Indian and American diplomats are formal in their interlocutions, judicious in their words, play their cards close to their chest, and give as good as they get.  The terms of endearment are evidently different in this still somewhat prickly partnership. But is that the reason why the wheel had to turn full circle is something to be considered as we enter the New Year.

Musings on a Presidential Visit

As the President’s visit draws nearer, the delicate dance being played out by both sides is fascinating to watch. While the American side would prefer the Tango, the hosts have decided that a carefully choreographed (with emphasis on choreographed) ballet is the way to go.  The managers of the visit seemed to have decided to err on the side of caution when drawing up the Presidential itinerary, major considerations being his way with words, what he symbolizes in his persona, and the volatility of the inter-governmental relationships in the region. So, out went the President’s visit to Chabad House on security grounds. Out also went the President’s visit to Wagah border where he would presumably have made a speech on the lines of Ronald Reagan’s 1997 entreaty to President Gorbachov at the Brandenberg Gate which brought the Berlin Wall crashing down.  Whether a speech would have had any result other than further burnish his Nobel Peace prize can only now exist in the realms of speculation.

As is the norm during such State visits, both sides draw up wish lists and there then ensues some hard bargaining with lots of give and take.  This worked when such visits were few and far between.  Whilst summit level diplomacy worked well in case of the U.S.-India Civilian Nuclear Deal (that has proved to be a flash in the pan), Prime Minister Singh’s State visit to Washington  in November last yielded very little by way of substance.  The increased frequency of these visits has meant that the list of issues that are yet to find closure for various reasons, from a totalisation agreement, to defense agreements is growing, even as new issues such as the legislation on H1-B visa and outsourcing are bringing new irritants into the relationship. The parlous state of the U.S. economy plus the fact that a Democrat administration is in power would mean that these new issues will also go into the intractable issues column on that list.

Reading between the lines, the Americans seem to have made it clear that discussion on issues that would impact American jobs is a no-go area.  The American argument seems to be that when the going was good, we welcomed thousands of Indians to the United States and provided them with jobs; and now it’s your turn to help us out by buying our goods and services in a big way. This argument is of course somewhat fallacious since the United States was responding to the needs of its own economy, as it has always done, when it opened the gates for foreign workers.

If the United States is bent on improving trade relations, then on top of its agenda should be the removal of the constraints on trade and collaboration in high-technology items. That however, does not seem to be the case, with the U.S. still stopping short of completely removing these impediments. The nuclear deal notwithstanding, this is still a transactional relationship with strategic considerations very much playing second fiddle. As the Prime Minister’s successful visit to Japan amply testifies, a strategic relationship finds traction only when there is a clear and overwhelming desire on both sides to take that relationship forward. Of course, one advantage with the India-Japan Strategic Partnership is the absence of domestic spoilers. The Japanese Prime Minister has no need to turn Bangalore into a bogeyman for domestic audiences nor do sections of India polity look on Japan with suspicion.

Administration officials have been tom-tomming the fact that this is one of only two visits by an American President to India in the first two years of his first term in office. Well, the earlier one was by President Jimmy Carter, and we all know how that went. For those too young to recollect, it began with “the biggest crowds [Carter] had addressed as President” assembling at the Ram Lila grounds in Delhi on New Year’s Day of 1978 and ended with Carter (caught off mike) telling his Secretary of State Cyrus Vance that “after we return, we must write a letter, very cold and blunt” to Prime Minister Morarji Desai. (This was in the context of Desai refusing to Carter’s request to open Indian nuclear facilities to international inspection.) The Indian authorities are no doubt hoping that the similarities between the two visits are confined to the positive.
